Today, Cambodia will suffer a great loss in the departure of International Reserve Co-Investigating Judge Laurent Kasper-Ansermet.   

It is a loss with significant implications, and not only for the Extraordinary Chambers in the Courts of Cambodia and for cases 003 and 004.

The departure of Kasper-Ansermet has far-reaching consequences for Cambodia's larger, post-genocide society and our struggle to embed justice and combat impunity.

We are in shock over the cold-blooded murder of environmentalist Chut Wutty, but we should not be surprised.  

We tend to think of the coarse impunity in an ethereal way because of its prevalence in this society.  

That means we speak about it, and react to it, in a limiting and narrowing manner based on our compartmentalizing it into our respective fields of work – be it in rule of law, environmental protection, human rights, or politics.

As we compartmentalize impunity, we also stratify it among the local authority, the military and the national leadership.  

There also exists an unspoken stratification between domestic and international spheres.

The international community is considered above the fray, despite it being a main actor in shaping the news and the agenda, and in funding the NGOs, the government, the ECCC, and democracy.  

But, as we all know, impunity would not be the spreading cancer it is if the international community did not enable it with its billions and its deafening silence in the face of sustained, outrageous acts of injustice.

So there is a very short, straight line between what happened to Chut Wutty, Chea Vichea and other victims of military violence of recent days and what is happening at the ECCC.
 
And that short connecting line is impunity.  

If Meas Muth, Sou Met, Im Chaem, Ta Tith, Ta An can get away with the murder of hundreds of thousands of Cambodians, what’s the big deal with doing away with one union leader? Or one activist in the forest?
 
And what is impunity but the persistent, habitual negation of justice, the license to do harm, the freedom from punishment, the exclusion from responsibility, the exemption from accountability, the arrogance and the assurance that one can get away with murder?

Impunity is the societal norm in Cambodia.  And this norm, empowered by countless billions of dollars from the international community, is encouraged by the current leadership and suffered by the common people.

What are we to do?  

Well, we -- both Cambodians and the international community -- can start by supporting and encouraging more individuals like Laurent Kasper-Ansermet.  

What are we doing when we support him?  

We are saying we stand for decency, honour, character, justice – the virtues and elements missing in this society, the real weapons against impunity (not all the billions of yen, euros, dollar, yuan).

To the contrary, in the words of C. S. Lewis: “In a sort of ghastly simplicity we remove the organ and demand the function. 

"We make men without chests and expect of them virtue and enterprise. 

"We laugh at honor and are shocked to find traitors in our midst. We castrate and bid the geldings be fruitful.”

What are we to do?

We need to be reminded that justice is neither impartial nor neutral.   

Justice sides with the innocent; it gives preferential treatment to the poor and the oppressed, the widows and the orphans, the weak and the vulnerable.   

As a Jewish proverb puts it: It is not good to be partial to the wicked and so deprive the innocent of justice.”

What are we to do?

We can all practice what the political theorist Hannah Arendt called an “enlarged way of thinking”.   

Or what Yale theologian Miroslav Volf calls “double vision”, when we “enlarge our thinking by letting the voices and perspectives of others, especially those with whom we may be in conflict, resonate within ourselves, by allowing them to help us see them, as well as ourselves, from their perspectives.  

"Nothing can guarantee in advance that the perspectives will ultimately merge and agreement be reached.  We may find that we must reject the perspective of the other.  

"Yet we should seek to see things from their perspective in the hope that competing justices may become converging justices and eventually issue in agreement." 

What are we to do?  

We must understand that impunity is power gone awry.  We must redeem power in the tradition of Dr. Martin Luther King, Jr. , who said: “Power at its best is love implementing the demands of justice. Justice at its best is love correcting everything that stands against love.

Laurent Kasper-Ansermet, you are truly a rare saving grace of the whole "international community" in Cambodia and correctly bear the title "Honourable".  

Thank you for your efforts and work here.  Your term was brief, but more meaningful than another’s full-term stay, and you leave a legacy of character and decency that we greatly need and desire.

yes, i agree. Thanks to the good Judge a lot of stuffs have been out. He exposed a good deal of stuffs about the Cambodian judges-they are bias and party lined. they do as told from the top whether right or wrong. it's bad enough that they lack adequate education and experience, but to do a straight line as told, shameful. made cambodia looks real bad. but then again, from now on, nothing will be as bad as Hun Sen press conference during the ASEAn Summit. that was a laughingstock.

I want to take your attention to the case of A Chhouk Bandit on Dap news, A Chor Prey nis tried to escape to Thailand for medical check up of being hit by the rock on his chest and head by worker demonstration in Svay Rieng. Will he file a countersuit against the garment worker caused him injured to released himself from criminal??? I don't think this idiot has gone to Thailand, he's probably hiding inside the bitch Men Sam oy in Cambodia. It's time for all the workers stand up protesting and call on the authority arrest this man and put him in jail including Men Sam oy.

What is a laughing stock is when the Hun Sen press mentioned that Chut Vuthy was shot and killed during a shoot with the police.

Later changing the story to Chut Vuthy was killed because he refuses to hand over the camera and lead the the confrontation leading the police to chut vuthy.

Then changing it to, Vuthy Vuthy was killed by the suspect, but the suspect was guilty and shot himself on the chest with the AK47. When the shot to the chest didnt kill himself, he got up and shot himself again.

It seems that the CPP Press are the best team in the world. They can investigate, they can write story and change as they like.

CPP should be nominated for movie awards. So many deaths in the Banana Kingdom. 350 Khmer died in Koh Pich in 2010, the best actor Hun Sen cried on TV, and the case was closed afterward.

I would like to nomitated Hun Sen for the best actor in Hollywood. Also nomitating CPP Press for the ebst story writting. US and EUR please give them the winning prize.

Also KRT, the longest running TV court show is coming to an end, are we going to see who will be announce as the star guest judge?

The international community speaks loud about justice during the day, but at the end of the day it goes to sleep with the perpetrators of evil and deprivers of justice.

It has no ball to stand up to China or Russia when there is a deadlock in the security council over the right thing that needs to be done; the international community does not truly work in such a way that it reflects the reason of its existence.

In Cambodia the international community works to strengthen injustice by rewarding again and again those who show no respect for justice and enjoy all the impunity they know they can get from the international community.

It is about time the international community starts feeling ashamed of themselves for their insufficient actions or lack of courage to deal with the government of PM Hun Sen as far as injustice and protection of human rights are concerned.

The international community gets farted over by PM Hun Sen and his government for years and they so love the smell of this stinky air that they continue to buy the right to smell it.

They saying goes "In the Kingdom of the blinds, the one-eyed man rules". Khmer Proverb "Damrey Kvak, Tromeak Chakuot", literally means the elephant is blind and the mahout is crazy. Both of them can go nowhere, but down to the crevasse.

A fair amount of Khmer people are fguratively blind, and the leaders are crazy, so the Kingdom of Wonder would go nowhere. The solution is to cure the blindness of the people and at the same time bring bring the crazy leaders to hell.

To increase our chance of saving Cambodia from the expansionist Vietnam, we must find a way to transcend the culture of impunity, brewing by Vietnam in Cambodia through the puppet government of Hun Sen.

Through this culture of impunity, Vietnam has been able to silence the vast majority of Khmers who resist its colonization.

So, to effectively combat this crime of impunity, Khmer people must concentrating on pushing for the answer from the puppet government one case at a time, never abandoning our efforts to find justice.

For instance, in this Chut Wutty’s case. What steps should we do?

- Demand this puppet government to find the “real” mastermind behind the killing.
- If the government cannot apprehend the perpetrator, we need to mount a mass demonstration, pressuring the government to do its job of providing justice for its citizens.
- The demonstration WILL BE ON until we get the right murderer.
- Stop acting like the hay fire, which burn for a brief moment then die.

Persistence and perseverance are the right medicine to fight this neo colonialist Vietnam.

I admire Ms. Seng for her works in Cambodia, I meant for her good works, not the bad ones. I reviewed her background a little bit I did not see Ms. Seng is highly educated anything, she is an educated woman that's all.

Please refer the highly educated people such as Naranh Kiri Tith, Mak Pheoun, Dy Kareth, Peang-Meth, etc.. those who hold tons of PhD degrees. I only list the elders not the new generation whose names have not yet be known. But there are many who are real highly educated young people.
At least I knew one Khmer-Cham who holds a PhD in Physics and a law degree (JD), and he was a professor at MIT. Now after he married to his follow student (Caucasian lady), I think he may have got another teaching job at England. I'll find out where he is now.

Ms. Seng holds only a small BA degree and law degree (JD), and many children of Khmer origin also hold that JD.

Let's do good work for the society rather trying to brag and trying to be recognized.
